Development Consultancy/ Regeneration

Sanderson Weatherall’s team has many years experience in regeneration and development, assisting and advising clients in producing strategies which are capable of being delivered. Our experience primarily involves the regeneration of brownfield sites and buildings for office, retail, residential, leisure and sports uses or complex mixed use schemes containing a variety of these uses.

Our team can project manage from a macro strategic level through implementation strategies and securing development partners, to construction and securing occupiers within completed schemes.  We are able to do this using our core public sector consultancy team, drawing on high quality professional services as required to maximise opportunities for success.

We have experience in leading or acting as part of large multi-disciplinary teams drawing on a wide range of skill sets including, chartered surveyors, town planners, highway engineers, architects, engineers, urban designers and accountants.  A key component of success is close working with clients to ensure their aspirations are met as far as possible.  If this is not possible our shared thinking and understanding of all influences on a scheme allow us to agree revised priorities with our clients.  In practice most clients wish to take a collaborative approach as they will ultimately make the decisions albeit with the benefit of our professional advice.

Within our development consultancy team we offer a variety of services including:

Project Management – Adopting PRINCE2 project management principles we can offer project management for developing strategies for the wider strategic Town or City level to specific buildings and implementation of development.   Our project management is underpinned by in depth and relevant professional skills which generic project managers are unable to replicate.  As intelligent project managers we can ensure maximum return from professional teams delivering the product the client requires which is suitable for complex property issues.

Town Planning – we are experienced in carrying out reviews of retail policy at national and local level as well as assessing detailed market demand, viability and feasibility to assist in formulating planning strategies including assisting the public sector with Area Action Plans, Supplementary Planning Documents and production of Masterplans.  These are underpinned by our appraisal of viability and delivery.

Business Case/ Project Appraisal – we can prepare a detailed business case which covers the requirements of the Treasury Green Book for public sector funding.  This will provide a robust analysis of proposals and will include a cover a variety of issues including detailed options analysis, including scale and quantum of different uses, likely rental and capital values, market demand, consideration of phasing and structure of various delivery mechanisms, architectural and building surveying advice on design, review of proposed build cost, risk assessment, sensitivity analysis, sustainability, assessment of outputs and outcomes (e.g. job creation), value for money, etc.

Development Appraisals – our team is very experienced in preparing development appraisals for a variety of clients including investors and developers as well as public sector clients.   Utilising Argus Developer (formerly Circle Developer) we can undertake a variety of residual and development appraisals.   As part of this process we must establish a number of assumptions for the appraisal, such as finance costs, rates and phasing, residual or fixed price land value, and distribution across the cash flow of construction payments, sales receipts and deposits.  These must be based on realistic assumptions drawn from our specialist valuation and agency, construction and cost consultancy teams and can also include sensitivity analysis against a number of key components to assess where the crucial impacts on value will be. Target rates of profit as a percentage of cost, Gross Development Value (GDV) or Net Development Value (NDV) are also set out.  These development appraisals often form a key component of a wider business case/ project appraisal which can include various development appraisals and sensitivity analysis for different accommodation options, phasing etc.

State Aid/Best Consideration –through the project appraisal process Sanderson Weatherall can help achieve best consideration for the public sector to meet its statutory requirements and also to ensure it achieves maximum impact in a time when public funding is limited.  Working with legal advisors we can undertake a review of state aid implications and undertake necessary valuation work to demonstrate whether state aid could occur.
