It is important to fully assess the options in regard to delivery mechanisms which have become more creative and complex in recent years.  It is common practice for joint venture agreements to be entered into where a scheme cannot be developed out with private sector funding alone. We are also aware that there are now a variety of asset based vehicles which are appropriate in some instances where a package of assets has potentially more chance of success than the individual components.  The advantage of such arrangements can be the ability to develop a long term strategic partnership with a lead investor/developer, allowing public sector and private partners to take a share in long term benefits in return for low land values and less attractive up front costs on initial phases of work.  

Developer Procurement

Following changes in EU case law the procurement of development partners in many cases must now done by following a prescribed OJEU process such as the restricted or competitive dialogue methods.  Our experience allows us to risk assess the various methods and select the most appropriate method and manage these on behalf of our clients. These processes can be costly and unattractive to the private sector but with careful handling, transparency and a professional approach we can ensure compliance whilst engaging with the private sector and demonstrating the value of the process if utilised correctly.  Whilst the dialogue process is complex it also allows for flexibility and our interface with the potential developers allows this flexibility to be utilised when appropriate. It also allows potential partners to understand the value of the process which is often perceived negatively.
